Issue Summary

When using the JCMA to migrate from server to cloud, some internal JSM comments are getting migrated as public.

Steps to Reproduce

This is reproducible on Data Center: (No)

Expected Results

The visibility of comments should not be altered by JCMA during migration; private comments must remain private, and public comments must remain public post-migration.

Actual Results

Some private comments are being exported as public, with their visibility set to true.

Workaround

Use the script to manually correct the visibility of comments in the cloud by executing the update script.
