Issue Summary

When I use JCMA to migrate Automation Rules, Global Configurations are not migrated to the cloud. 

Steps to Reproduce

1. Select the "All rules" or "Rules related to selected projects" in the automation rules section 
2. Complete the migration to the cloud

Expected Results

Global Configurations from the DC should have been available on the cloud.

Workaround

Manually reconfigure the cloud automation rules configuration to resemble the DC configuration
