Allow sandbox instances to inherit the migration scope from the production Cloud instance

Why this is needed

Customers copy data from Production to Sandbox and later perform a migration with JCMA to Sandbox but notices duplicated custom fields are created because there's no history in the current migration scope of those fields being migrated.

If Sandbox was able to inherit the migration scope it would cause the migrated data to link with the existing entities rather than creating a duplicated entity.
