When SCIM sync is enabled, this will cause user/group failures during migration due to groups being immutable while scim is enabled.

This document goes into more detail of how to prepare for migration when it is enabled, but BCMA should surface these issues either in the frontend when creating the migration, or reflected in the post-migration report, to explain that users/groups will not be migrated so long as scim sync is enabled.
