Improve logging whenever there is a 500 error when attempting to generate BCMA post-migration report

      Current Behavior

      In some cases, users could see a 500 internal server error when attempting to generate/download the post-migration report of a BCMA migration that finished as incomplete.

      Expected Behavior

      Currently, the logging is pretty minimal, and it'd be helpful to have more robust logging when diagnosing the cause of the issue.
