Steps to Reproduce

1. Create a data shape issue where one of the projects fails. 
2. Trigger a migration of multiple projects along with apps. 

Expected Results

Project plan should show failed or incomplete

Actual Results

Project plan shows in progress and apps never trigger and remain in READY state

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
