      All default priorities are labelled with the migrated keyword after using JCMA

      Steps to Reproduce

      1. Sign up for a cloud site.
      2. Migrate a project with JCMA

      Expected Results

      JCMA merges server and cloud priorities.

      Actual Results

      1. JCMA does not merge server and cloud priorities
      2. The priorities are migrated to cloud with a 'migrated' word at the end.

      Workaround

      1. Manually cleanup cloud site to merge the priorities.
