Issue Summary

When performing a migration with JCMA, Request Participant updates made in server, and shown in issue history, don't appear in cloud issue history

Steps to Reproduce

1. Perform a migration of an issue with history showing request participant updates
2. Verify that the request participant updates do not appear in the cloud issue history

Expected Results

Updates to Request Participants are migrated to cloud issue history

Actual Results

Request participant updates are not shown in cloud issue history. Nothing appears in migration logs that this was skipped.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
