Issue Summary

We have encountered an issue with the S2C V4 Migration. The process stops after the project data reaches 100% and does not proceed to the attachment migration step. Although the transfer status changes to success, the main migration status remains "in-progress" and the attachment status is "ready" indefinitely. This issue has been observed with JCMA 1.12.7 and 1.12.8.
Can potentially impact JCMA versions starting from 1.11.16  which consumes recipe version 5
 
This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Create a new project Migration;
2. Run the migration
3. Migration will remain IN PROGRESS indefinitely 

Expected Results

The migration should complete all the steps;

Actual Results

Migration remains stuck IN_PROGRESS;
