Issue watcher associations may not be fully migrated with JCMA multi-node setup

This is reproducible on Data Center: yes
This issue is not reproducible with Jira Server or where JCMA is being run with Jira Data Center and only one node is being used to execute plans.

Steps to Reproduce

1. JCMA <=1.11.12
2. Create multiple JCMA plans
3. On the first node, execute the first plan
4. On the second node, execute a second plan
5. Ensure both plans are being run in parallel

Expected Results

All issue watcher associations are migrated.

Actual Results

Some issue watcher associations are not migrated.

There is no error message thrown.

Workaround

• Upgrade to a version of JCMA v1.11.13 or later, or
• Run plans only on a single node
