Can't select projects to migrate when running JCMA 1.1.4 on Oracle DB

Issue Summary

When running JCMA 1.1.4 on a Jira server instance on Oracle DB, no projects show up in the project selection page.

Steps to Reproduce

1. While using an Oracle DB, upgrade to JCMA 1.1.4
2. Go to Project Selection

Expected Results

The customer can select projects for migrations.

Actual Results

No projects are displayed and an error message pops up indicating there was an error communicating with the server.
