Allow Pre-load of scoped Users and Groups

      Currently we can pre-load attachments associated to a set of projects in scoped manner. 

      But the pre-load users only supports all users and not scoped users. 

      This feature request is to allow a feature to pre-load users and groups only for scoped projects
