      This is reproducible on Data Center: No

      Steps to Reproduce

      1. Perform a server to cloud migration using JCMA, choose what to migrate option.

      Expected Results

      Migration should succeed.

      Actual Results

      The below exception is thrown in the project log file:

      2024-05-29 17:43:52.608260600 ERROR PROJA project-import We couldn't import Issue Watcher Association 2746422. Reason: Pending acquire queue has reached its maximum size of 100. 
      

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
