Steps to Reproduce

This is intermittent issue

1. Initiate a S2C migration using JCMA plugin.
2. Select option "All users and groups from the Jira directory" for user migration

Expected Results

• Migration should get completed successfully

  Actual Results

• Migration get stuck at "AllUserImport" step for more than 3 hours.
  From MigrationAdminUI we can see all users are migrated , still it gets stuck showing 75% completion status.

Workaround

There is no known workaround at this moment, whenever UMS service is resumed, migration gets completed.
