Migration of AR Shared Teams adds unexpected user to all Shared Teams

      Issue Summary

      When migrating shared teams in Advanced Roadmaps where some teams have no members but others do, all shared teams will have the same random member added to the cloud. The added member in the cloud is not nessecarily a user that was migrated.

      Steps to Reproduce

      1. Prepare an AR plan
      2. Create one shared team with no members
      3. Create one shared team with a member
      4. Migrate Advanced Roadmaps using JCMA

      Expected Results

      The shared teams with no members receive member added. Shared teams with migrated users are migrated as-is.

      Actual Results

      The same member is added to ALL shared teams that are migrated regardless of whether or not they already contain members.

      Workaround

      Clean up shared team membership manually after migration.
