Workaround
Install Jira Software on your instance
- Go to System -> Application -> Look for Jira Software -> Try it for free
- Wait for the Jira software installation to finish
- After the installation, navigate to System -> Migrate to Cloud and the error should not occur anymore
- Try a new migration plan in JCMA
Or
Downgrade JCMA to version 1.10.18
- Uninstall the current version of Jira Cloud Migration Assistant.
- Navigate to ${JIRA_URL}/secure/admin/jira/views/SiteDarkFeatures!default.jspa
- Add the following Dark Feature:
com.atlassian.jira.migration.skip.app.outdated.check
- Download the Jar file for the version you want to install: JCMA 1.10.18
- Navigate to General Configuration > Manage apps
- Choose Upload app
- Locate the JAR file you downloaded then click Upload
- Wait for it to finish installing
- Try a new migration plan in JCMA
