Steps to Reproduce

1. Migrate a project using JCMA (the conditions that cause this aren't currently known)

Expected Results

The project should migrate successfully. 

Actual Results

The below exception is thrown in the atlassian-jira-migration.log or atlassian-jira.log file: 

software.amazon.awssdk.services.dynamodb.model.DynamoDbException: Provided list of item keys contains duplicates (Service: DynamoDb, Status Code: 400, Request ID: 6ABCUGCA8QUDDEF 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
