      Migration from Server to Cloud might bring orphan custom field options which cause difficulties with the issue view and issue search

      Steps to Reproduce

      1. Migrate issues from Jira Server/Data Center to Cloud
      2. Make an issue search in the Advanced search/JQL using "IS EMPTY" for a multiple-option field.

      Expected Results

      Issues that don't have any value in the field are returned.

      Actual Results

      Sometimes, issues that apparently don't have a value in the field are still filtered out. This appears to be due to the field actually having an option that is inconsistent with the options catalog for that custom field.

      Workaround

      Contacting support to evaluate the scenario, and assist resolving the issue.
