Issue Summary
When attempting to migrate to a site that does not have JSM installed, prechecks fail with a misleading message.

Steps to Reproduce
- Create a new cloud site with only Jira Software, no JSM
- From a Jira Service Management DC instance, attempt to do prechecks against this cloud site
- Witness misleading message.
Expected Results
The precheck displays a message saying JSM is not installed.
Actual Results
"We couldn’t check Cloud limits for queues, legacy automation rules, and SLAs"
"We found an unexpected error and couldn’t complete the check. We won’t be able to run the migration, and you’ll need to check for the errors manually. Refresh the checks to try again. Contact support if you continue to get this message."

Workaround
Install JSM on the destination cloud site.
