Customers are not getting created as portal-only customers on cloud when Confluence migration is initiated before jira

      Symptoms

      When Jira & Confluence share the same user base on Server/DataCenter and if we initiate the Confluence migration before Jira then all the users will get created as Atlassian Account only.

      Suggestion

      When migrating a customer from the Jira server, they should be established as a portal-only customer, if Confluence is migrated prior to Jira
