Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Create a Jira issue with some attachments.
2. Create a new migration plan, to migrate to a blank/ new Cloud site ( to enable Migrate All at once).
3. Choose, "Testing stage". Select "Migrate All At Once" and enable the "Exclude attachment
4. Run the migration and notice the migrated issue on the Cloud site.

Expected Results

The attachment related information is not migrated and no images/attachment preview is available.

Actual Results

The attachment references has been retained/ copied over, but the attachment does not get migrated. As a result images appear broken.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
