For archived projects, the user referenced by `archivedBy` field is not migrated during reference migration mode.

Steps to reproduce the issue-

1. Create a project A.
2. Create a new user X and give it admin permissions.
3. Login with the newly created user and archive the project A created in 1 above.
4. Login back with the original user with which the project was created.
5. Migrate the archived project selecting the reference mode for users.

Expectation -  user X should be migrated to the cloud.

Actual - user X is not migrated to the cloud.
