Migration status 'FAILED' doesn't list all failed spaces for previous Migration

Issue Summary

When migrating with CCMA, some spaces failed to migrate. During the consecutive run and creating a plan, at step "Choose the spaces you'd like to migrate" and selecting "Migration status" as FAILED, all failed spaces are not listed in the UI.

Note: The behaviour is observed in CCMA v3.9.4 but could be with other versions.

Steps to Reproduce

1. Migrate a few spaces in CCMA
2. Some spaces may be Failed status for various reasons
3. Perform another migration to migrate the failed spaces.
4. While creating the new migration plan, at the "Choose the spaces you'd like to migrate" step, not all failed spaces are shown after selecting "Migration status" as FAILED.

Expected Results

While creating the new migration plan, at the "Choose the spaces you'd like to migrate" step, all failed spaces should be shown after selecting "Migration status" as FAILED.

Actual Results

While creating the new migration plan, at the "Choose the spaces you'd like to migrate" step, not all failed spaces are shown after selecting "Migration status" as FAILED.

Workaround

Currently, there is no known workaround for this behaviour, and you have to choose all those spaces manually in the migration plan to migrate successfully.
