Add support to migrate User avatars with JCMA

      Problem Definition

      Currently, JCMA won't migrate User avatars as stated here.

      Suggested Solution

      Add this functionality to the JIRA migration assistant as manually updating user avatars can be quite toilsome depending on how many users get migrated.
