Support the migration of Global Permissions

      Summary

      After migration, permissions may at first appear to be broken for some things. This is because the global permissions need to be manually configured after migration.

      This required step is easy to miss and can cause a confusing experience.

      Suggestion

      I would like the ability to optionally migrate the Global Permissions from server to cloud
