BCMA Improve error handling/messaging for failed user migrations

      Problem

      When using BCMA, inactive users cannot be migrated.

      An error message appears:

      Improve the error handling and messaging, such that it is possible to determine a course of action.

      Workaround

      Reactivate the user, and rerun the migration.
