Space shortcuts leading to pages in other spaces do not appear after migration

Issue Summary

This is reproducible on Data Center: no

Steps to Reproduce

1. Migrate spaces containing space shortcuts from Confluence Server/DC to Confluence Cloud
2. Check space on Cloud site

Expected Results

The Cloud site should show all space shortcuts including those to pages in other spaces. 

Actual Results

Space shortcuts to pages in other spaces do not show up. Space shortcuts to pages within the same space or to external sites work correctly. 

Workaround

Recreate the shortcut manually.
