Issue Summary

When the security scheme for an issue is associated with multiple projects and the group is configured at the security level, duplicate groups are added to the security level in the cloud instance. It appears that the groups are being added after the migration of each project.

This is similar to MIG-1075, which is marked as fixed.

This is reproducible on the Data Center:

Steps to Reproduce

1. Create an issue security scheme with one security level
2. Associate two groups to the security levels.
3. Associate this issue security scheme with more than two projects
4. Use the JCMA to migrate the projects in a single migration plan.

Expected Results

JCMA should not create duplicate entries for a given issue's security level.

Actual Results

For every project migration, JCMA creates an additional copy of the same groups for a given level.

Workaround

1. Delete the additional entries on every issue security level impacted by this through the UI
