Issue Summary

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Configure the Locale to utilise a comma for the decimal format instead of a full stop (for instance, 'de_DE').
2. Install 3.4.14
3. Access space selector UI

Expected Results

Either

• A progress bar with completion percentage
• Space selector screen with space data

Actual Results

Spaces selector UI is not loaded and "We can communicate with your server" error is displayed instead.

The below exception is thrown in the atlassian-confluence.log file when accessing space selector page

Workaround

Add the following feature flag to dark features:  
migration-assistant.disable.new-space-selector-feature
