Likes and Reactions lost when migrating Confluence from Cloud > DC > Cloud

Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Migrate space containing page that has likes/reactions from Cloud to DC
2. On DC, confirm that the likes are present:
   1. 
3. Remove space from Cloud and use CCMA to migrate space back to Cloud
4. Confirm Likes are removed in Cloud Instance:
   1. 

Expected Results

Likes/reactions would migrate seamlessly between Cloud > DC > Cloud 

Actual Results

Likes are migrated from Cloud > DC, but are lost when migrated back to Cloud

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available

Additional Notes:

• Likes/Reactions are migrated when going directly from a Confluence Server/DC over to Confluence Cloud
• But if you're going through the route Confluence Cloud -> DC -> Cloud, then the Likes/Reactions are not getting migrated
