Issue Summary

LMS tool doesn't fix the outgoing external links of Jira Server to Atlassian Jira Cloud on Confluence Cloud pages.  

Steps to Reproduce

1. Migrate Jira and Confluence to Atlassian Cloud 
2. Run LMS to fix the links

Expected Results

The outgoing external Jira links on Confluence pages should be changed to Atlassian Jira Cloud

Actual Results

Notice the outgoing external Jira links on Confluence pages aren't being changed  

Workaround

The customer needs to manually make the required changes for external links to reflect Atlassian Jira Cloud
