Ability to skip Anonymous Permission pre-flight check

The Anonymous Permission pre-flight check can sometimes take a long time to execute. This suggestion is for a dark feature to disable that precheck so that it can be skipped.

This would be helpful in cases where the precheck ran and any necessary permission changes were made so that it can be bypassed to speed up the next (production) migration run.
