JCMA requires write access to connect Cloud Site

Issue Summary

When connecting your Cloud Site in JCMA, the endpoint that retrieves the available sites will only consider site which the user has Write access to (meaning they have either Jira or Confluence product role assigned).

If a user is a Site Admin but doesn't have any product role assigned, they won't be able to see that site as an Available Site.

Also, JCMA only mentions Site Admin permission is required:

Steps to Reproduce

1. Define a user as site admin, but don't add any product user roles to it.
2. Try to connect your Cloud Site

Expected Results

You're able to connect Cloud sites that you're a Site Admin for.

Actual Results

The site is not returned as an available site

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
