Cloud space import is not respecting the option to import Spaces without users/groups

      Issue Summary

      The Confleunce Cloud Migration Assistant(CCMA) has the option to import your server Spaces to Cloud containing your users and groups.

      Due to how the app code is handling the users invites when you opt to import the Spaces without users/groups the users will still be invited into the default groups from your Cloud instance which might result in the error "Failed to call to IDP to invite user." in case the instance has no more seats available for Confluence.

      Steps to Reproduce

      1. Have a Confluence Cloud instance set to annual license or Free license(max 10 users)
      2. With CCMA, try to import Spaces from server to Cloud without users. Make sure the users on the on-premise instance will pass the current limit of users in the Cloud.

      Expected Results

      All the spaces should be imported and the users should be added without any product access.

      Actual Results

      The import will fail when the user limit license is reached in Cloud due to the bug.

      Workaround

      For the Spaces that failed, manually export them from on-premise and import them into the Cloud instance.
