Issue Summary

Migration with Russian name is not displayed correctly

Steps to Reproduce

MS SQL Server database 13.0 (SQL Server 2016) - default version in InstEnv

Start a migration task
Give it a Russian name like for example "Русская миграция"

Expected Results

The migration should be displayed correctly

Actual Results

Russian characters are replaced with question marks "?????"

Workaround

N/A
