When running a CCMA/JCMA plan, I'd like the "Review all email domains" feature to respect the Scoped users option

      CCMA 3.3.12 and JCMA 1.7.7 brought a new feature called Review all email domains.
      When I'm running a CCMA/JCMA Plan with the Users related to Spaces/Projects option, the Review all email domains feature still sweeps the entire user base.
      If I'm migrating only a subset of my user base, I'd expect the new domain validation feature to respect that option.

      Otherwise, we're either blocked or need to migrate every user when we don't need to.
