Support Confluence-only Cloud-to-Cloud Migration

      Issue Summary

      Currently the only method for migrating a Confluence-only environment from cloud to cloud is to "upgrade" to Data Center and then migrate from there to cloud using CCMA and then get rid of the data center environment. This is a really laborious solution and being supported by CCMA would save customers so much time and complexity.
