Boards are not migrated via JCMA if current user does not have access

      Note 

      This issue is applicable only to Jira versions prior to 8.8. Starting from Jira 8.8 and onwards, all boards are migrated regardless of the access rights of the migrating administrators.

      Issue Summary

      If users don't have access to a board or it's filter and performs a migration via JCMA, those boards will not be migrated over to Cloud.

      This is reproducible on Data Center: Yes

      Steps to Reproduce

      1. Create two admin accounts, user A & B
      2. Login with user A
      3. Create a board within a project and change the share permissions so the board and filter are only accessibly by user A
      4. Log in with user B and migrate the project via JCMA
      5. Check destination Cloud instance and confirm boards weren't migrated
      6. Delete project from destination Cloud instance
      7. Log in with user A and migrate the project via JCMA
      8. Check destination Cloud instance and confirm boards are now migrated

      Expected Results

      All single project boards within the project are migrated in spite of not having access to them.

      Actual Results

      Boards aren't migrated if the current user performing the migration doesn't have access to them

      Workaround

      Adjust board/filter share permissions so that the user performing the migration has permissions to view them
