Issue Summary

When using the 3 hour expiration for all Atlassian host products timebombed licence from

• https://developer.atlassian.com/platform/marketplace/timebomb-licenses-for-testing-server-apps/

in a migration, the migration fails because this licence does not have a SEN, and so the user migration fails.

Steps to Reproduce

1. Set up a Jira instance using the 3 hour expiration for all Atlassian host products licence from https://developer.atlassian.com/platform/marketplace/timebomb-licenses-for-testing-server-apps/
2. Run a migration selecting all users and groups

Expected Results

The migration should either complete, or fail with a message about an invalid SEN.

Actual Results

The below exception is thrown in the atlassian-jira.log file:

Workaround

Ensure you are using a licence with a valid SEN. You can obtain a developer licence following the steps in this document
