When no apps are included in the JCMA migration plan, it's not possible to edit the app option

Issue Summary

Steps to Reproduce

1. Create a migration plan
2. Select the option None for the Apps

Expected Results

It should be possible to edit the Apps option and include the apps similar to the "Projects" and "Users and groups" options.

Actual Results

It's not possible to edit the Apps option.

Workaround

1. Save the plan where this happens and don't execute it.
2. Create a new migration plan and make sure to include the apps
