Issue Summary

When we are migrating (consolidating) data from multiple Jira servers in one cloud instance, duplicate entities are created (e.g custom field)

Steps to Reproduce

1. Migrate Projects from Jira Server-1 to cloud
2. Migrate Projects from Jira Server-2 to cloud

Expected Results

• Entities from the servers with the same name and properties should be consolidated in Jira Cloud.

Actual Results

• Entities are duplicated with the 'migrated' tag for each Jira server.
