Enhance the functionality to allow users to set the limit for the number of dropdown list options displayed during workflow transitions

      As a user, it would be nice to have the option to limit the size of the dropdown list for work item transitions.

      Currently there is a predefined limit for the transitions shown in the workflow options button.

      This can cause some confusion, for example, for a MacOS user who does not have the scrollbar option always active.
