Hello Everyone,
I am excited to share that public forms are coming to Jira software and business projects and we will begin rolling this out shortly. If a forms access is set to public, anyone with the link, regardless of their Jira licensing will be able to make a form submission. But to view or edit the work item created from the submission, the requestor will need a license.
There will also be a product setting (which is now available on all sites) to disable public access on forms at a site level.
More information on this feature is available here
Thanks,
Loretta

Currently, in order for a user to fill out a form and submit a ticket, the user needs to have a license for Jira. You cannot make forms public so that anonymous users can submit a ticket. Client would like the ability to share forms publicly like the project.
