Allow the Category feature to be managed by API

      Currently, there are no other options to manage Category from the list view in JWM other than the UI.

      As a Jira admin, I would like to have other options like API or another type of automation since it can be counter-productive to manage the Category in larger projects only using the UI.

            To add some context: Category is key here because of the deficiencies detailed in JWMCLOUD-496.

            Until such point as we are able to use (for instance) Parent and other key categorization fields in JWM's Group By, it is imperative that the Category field be as easy to manage as possible (including automating Category maintenance through the API to match other group-able field data).
