Issue Summary

Suspended users appear in the "Group by: Assignee" filter

Steps to Reproduce

1. Go to List of a business project
2. Choose "Group by: Assignee"
3. Removed users will appear with no issues assigned to them

Expected Results

Suspended users should not appear if there are no issues assigned to them.

Actual Results

Suspended users appear even if there are no issues assigned to them.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
