Issue Summary

Allow the condition NOT IN to be applicable in the Board or List view quick filter. 

At the moment, only the condition IN is applicable in the quick filter view. 
Note: you can circumvent this by using a pre-defined filter, adjusting it with the NOT IN condition and then selecting the quick filter. However, this will not yield the needed result. 

• In your Filters view, open the pre-defined filter and adjust it to include the NOT IN condition
  
• In your Board view, select the updated filter in the quick filter list
  
• Result
  • Board view: The pop-up "Filters are applied" appears but does not give the correct listing of filtered issues (ie, nothing happens)
  • List view: The pop-up "Filters are applied" appears but gives the correct listing of the filtered issues
     

Expected Results

• The quick filter in the Board or List view should allow for the NOT IN condition in the quick filter

Actual Results

• There is no option to use the NOT IN condition in the Board or List view quick filter

Workaround

The current workaround is to use the global search Filter to use the NOT IN condition.
