Filter options for Assignee and Reporter on JWM board and list view should only show members of the project

      Description

      Currently, in a JWM project you can select the People that are members of the project. And when you go to assign tickets to an account, it only displays the members of the project as an option.
      However, if you're in Board or List view and click to Filter, and go to Assignee or Reporter, it will show ALL USERS from the directory as available options, which should not be the case and only causes confusion and more difficulties.

      Request

      Change the filter option of Assignee and Reporter to only display members of the project instead.
