Further restrict who can change background color

      Right now, JWM project has this warning:

      Choose a background color for your team’s project. Only project admins can change the background color.

      It is requested that background color changing be limited to only site admins instead of also project admins. 

      Or, have the project admin request a change and it needs to be approved by site admin. Lack of this can result in potential poor user experience. 

      Also after the colour has already been set (and project is no longer new), the UI no longer indicates that changing the background colour will make the change for all users. Clicking the icon to "Set background color" simply provides a selection of colours and does not give any warning that change is propagated to all users.
