Summary

In a Jira Work Management - team-managed board, we have the assignee quick filter.
The assignee quick filter can display a total of 10 users.

We can see the online users at first, and for offline users, the displayed users are random, it's probably based on the user id (database value not visible to customers)

We can have a user that logout 1min ago not showing while a user that didn't authenticate for a while being displayed on that filter.

Proposed solution

Improve the assignee quick filter logic, showing the users based on their last seen in Jira or providing a way for the project admins to customize that order.
