Issue Summary

Creating a JWM project for which an admin doesn't have permission doesn't show the left side menu to access the project settings options as if the admin didn't have product access.

Steps to Reproduce

1. Edit the default permission scheme so that the Browse projects permission is only granted via project roles
2. Create a JWM Company-Managed
3. Try to access the project settings from the projects list page
4. The project edit page is displayed but the left side menu is blank leaving the admin unable to navigate through the project settings pages.

Expected Results

Admins should be able to access the project settings even without the Browse projects permission.

Actual Results

• The left side menu is not loaded
• 400 errors are received

Workaround

Forcing the URLs to the multiple settings pages allows the admin to see them but they are not listed on the left side menu. The URLs below can be used to access the permissions and people pages:

• /plugins/servlet/project-config/PROJECTKEY/permissions
• /plugins/servlet/project-config/PROJECTKEY/people

For Team-Manged Business projects the URL should be: ** 

• /jira/core/projects/PROJECTKEY/settings/access
